I don't think that the value for the pressure obtained by the ideal gas law helps. In the case of metal hydrides there are high hydrogen concentrations possible (up to one hydrogen per metal atom) at very low pressures. But the mechanism is completely different. The hydrogen is metallic at interstitials of the metal host lattice and the repulsion is screened by the electrons which contribute to the conduction band. There are metals where hydrogen concentrations comparable to liquid hydrogen are possible at ambient pressure and temperature. The mechanism is no physisorption but absorption. But what is the mechanism for nanotubes? Perhaps the obvious difference in the results of gas phase and electrochemical measurements can help? To my opinion it is very important to find out the thermodynamical parameters (equilibrium measurements at different temperatures) which will give an indication to the mechanism.
